The most common causes are: (1) not enabling the Live toggle on the wallpaper preview, (2) having Reduce Motion enabled in Settings → Accessibility → Motion, (3) Low Power Mode, or (4) starting with a clip that is too long. Try a shorter clip under 3 seconds.
A Live Photo is a motion photo that lives in your Photos app and can be set as wallpaper. A Live Wallpaper is specifically optimized for the lock screen. Both animate when you press-and-hold the Lock Screen.
After converting and transferring to iPhone: Settings → Wallpaper → Add New Wallpaper → Photos → pick your Live Photo → enable Live (concentric circles icon) → tap Add. See our setup guide for more details.
